In order to be granted City Rights, a settlement had to meet four criteria
-issue its own coins
-build a town wall
-pass laws
-have an independent government
Lubeck Law was granted to Tallinn in the middle of 13th century and Tallinn joined the Hanseatic League about 30 years later.
